LABORATORY OF OPEN TELECOMMUNICATIONS AND SYSTEMS (LOTOS), a non-commercial organization, over the course of one and one-half years, in cooperation with St. Petersburg State University, has connected approximately 100 non-commercial organizations in St. Petersburg to the Internet by e-mail free-of-charge. The purpose of the LOTOS is to make the Internet as available as possible to as wide a range of organizations in the city of St. Petersburg at minimal cost, and if possible free-of-charge.
The LOTOS has an agreement with St. Petersburg University to provide the university's Internet connection on a non-commercial basis with other non-commercial organizations in the city. According to this agreement, the LOTOS provides the university with hardware for the development of its Internet connection, and in return the LOTOS receives access to the university's Internet connection.
