One of the main mechanisms for the development of civil society in post-communist states is the transformation of the neighbouring citizens into a neighbourhood community formed by people of various social groups who are nevertheless ready to take decisions together and to solve the local problems important for all of them. The rebuilding includes revitalising a sense of community, economic development and activation of local residents to participate in local self-government/self-organisation.
According to our studies at the local level in Russia communities (a community is understood as a group of people living on the same territory and united by the common values) should play a vital role in public life and are the basic structure unifying socially active citizens who endeavour the development of their territory. In the communist period of Russia due to a number of historical and cultural reasons such social institutions were not formed. During the Soviet era the communities were structured to a great extent around their work but in the transition period most of the enterprises, institutes and state farms were shut down or experienced dramatic cutbacks ... ...

In our days the role of education became so high as never in the human history. After we left behind the age of industry and entered into the age of information the value of education has started to grow rapidly.
In the age of industry it was possible to get good education and to built one's career on its basis. Usually in order to reach some success in life it was not necessary to get additional education because situation did not change so rapidly. In other words, the knowledge once obtained might be sufficient to the end of one's life.
